1. Norms set for the discharge of functions :- Crime is an anti-social act that it is the task of the prison official to deal with the offender that he and others may be deterred from the commission of such acts in future. The Prison objective should be to effect a reformation in the character of the criminal as will fit him again to take place in society and to become a useful citizen after release from the jail. The Prison staff from the Jailer down to the Warder, should be recruited with care and maintain faithful service. The prisoners should be brought under such humanizing and improving influences as will not only deter them from committing further crimes but will also result in real reformation of their character.
II The rules, regulations, instructions, manuals that are held by it or under its control or used by its employees for discharging its function.The Assam Jail Manual which is in vogue in Mizoram governs the service conditions of employees of Prison Department apart from the CSS (Conduct)Rules. New Jail Manual for Mizoram is drafted and expected to be printed shortly and awaiting Cabinet Approval.

Documents of Prison Department can be broadly divided into the following:-

2) Jail Administration
3) Financial matter
IV. Particulars of arrangement that exists for consultation with or representation by the member of the public in relation to the formulation of its policy or administration thereof :-
Reformation of Prisoners’ programme is being carried out. NGOs’ and Religious Organisations are involved in these programmes besides boards of visitors for Jails.
V. Statement of the Boards, Council, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to the public or the minutes of such meetings are accessible for public.
Consultative Committee for jail is made by government and Board of Jail Visitors are appointed for every Jail under the Chairmanship of concerned D.C.

The Prison Department does not have library or reading room for public use.
